Full Job Description
- Provisional:
A bachelor’s degree in chemical, physical, biological science, or in
medical technology, and a New York State Clinical Laboratory Technologist
license or license eligibility, and four years of post-bachelor’s,
professional-level laboratory experience in a blood bank, tissue bank, or
clinical laboratory; OR a master’s degree in chemical, physical,
biological science, or in medical technology may be substituted for two
years of the required experience; OR a doctoral degree in a chemical,
physical, or biological science, or a New York State license to practice
medicine (MD or DO) may be substituted for three years of the required
experience. A New York State Laboratory Director Certificate of Qualification
may substitute for the New York State Clinical Laboratory Technologist
license.
- Selected
candidates will be required to take and pass an appropriate Civil Service
examination after appointment and be immediately reachable from the
resulting eligible list.
Preferred Qualifications:
Knowledge of clinical laboratory testing, quality assurance, audits and
applicable New York State laws and regulations. Must be well organized and work
independently as well as having excellent written, verbal communication, and
computer skills. Must be willing to travel to laboratories accepting specimens
originating from New York, this includes within New York State, outside the
State and outside of the U.S.
Duties
Description
Clinical Laboratory Consultants (CLCs) inspect clinical
laboratories, blood banks, patient service centers and specialized facilities
performing testing activities within New York State, and laboratories outside
the State and U.S. that accept specimens originating from New York State. CLCs
are responsible for conducting on-site evaluations of laboratory staff
qualifications and testing procedures including the evaluation of facility
standard operating procedure manuals and review of laboratory records;
reporting of findings to laboratory directors and technical staff; documenting
findings in descriptive narratives and laboratory evaluation reports; and
determining the acceptance of a facility’s proposed remediation by reviewing
the plan of correction. This position will assist with the management of
complaints received against regulated laboratories.

Plans Examiner
General Description
This
is a technical position in the Department of Neighborhood and Business
Development responsible for reviewing and recommending approval of plans for
large construction projects and the more complex alterations and renovations.
Incumbent occasionally inspects construction sites and performs other field
inspections and may be required to perform emergency inspections due to fires
and other structural impacts. Work is performed independently with general
direction from senior level staff and the Permit Office Manager. Related work
is performed as required.
This is a Competitive Class position. The individual selected to fill this
vacancy will be given a provisional appointment and will be required to
participate in the next Civil Service Examination for this title.
A qualified applicant may be provisionally appointed and serve in the position
until a Civil Service Examination is administered and an appropriate eligible
list can be established to make a permanent appointment in accordance with the

Typical Work
Activities
- Reviews architectural plans of
proposed new construction, renovation, and remodeling projects, and may
also develop such plans;
- Monitors construction and
reviews plans for compliance with contracts, agency construction
standards, and various local and state building codes;
- Issues building permits for
various types of construction; including mechanical, electrical and
plumbing work;
- Confers with City staff,
property owners, contractors, architects, and engineers to explain code
requirements and code enforcement actions, and to suggest reasonable
construction alternatives to meet code requirements;
- Inspects construction in the
field, answering contractor's questions, observing test procedures,
photographing project details, and verifying work is being done according
to plans and codes;
- Participates in meetings with
City staff and outside agencies in order to identify code related problems
on permit applications or design proposals;
- Conducts field inspections when
technical scope of assignment is beyond the capabilities of the inspection
staff and to assure uniform application of code provisions;
- Reviews and evaluates existing
codes and procedures, recommends and implements changes;
- Assists contractors,
developers, and property owners by providing building code information at
the public counter and over the phone;
- Inputs, updates and retrieves
information on specifications and project files using personal computer;
- Updates property files on the
City's automated Building Information System and maintains other files as
appropriate;
- Prepares reports and related
business correspondence.
Minimum Qualifications
Bachelor's
or Master's degree in Architecture, Engineering, Construction Management or
other related field PLUS five (5) years of paid experience (or
its part-time equivalent) preparing plans or reviewing commercial projects for
compliance with local and state building codes.
Senior Fire
Equipment Mechanic
General Description
This
position is responsible for the maintenance and repair work of fire apparatus,
appliances and equipment. While general instructions are received regarding
work to be done, considerable leeway is given for planning the technical
details of how the work will be done. Emergency repair work in the field
requires the technical ability to effectively perform the work without direct
supervision. Employees are required to work irregular hours and be on-call.
Related work is performed as required.
Typical Work
Activities
- Performs necessary maintenance
and repair work in the field and in the shop on all firefighting equipment
and apparatus as directed;
- Replaces or repairs fire pumps,
aerial ladder trucks, service trucks, cars, firefighting appliances, and
tools;
- Diagnoses and repairs Gas and
Diesel Engines, A/C, hydraulic and electrical systems with the use of
manuals and Diagnostic software;
- Up-fits and modernizes new and
used fire apparatus with emergency lighting and equipment to specific
standards;
- Operates all shop equipment
such as metal shears, metal saws, grinders, pipe threaders, and other
metal-working machines to make, rebuild or repair parts for fire
apparatus;
- Monitors, prioritizes, and
responds to work order requests while assigned to service truck during
working hours;
- Completes daily electronic
paperwork for repaired equipment.
Minimum Qualifications
High
school diploma or G.E.D. * PLUS:
Three
(3) years of experience which shall have involved the repair and maintenance of
light through heavy duty trucks, gasoline and diesel engines, electric motors,
hydraulic and electrical systems, and the use of diagnostic software.
- Where education is lacking
general automotive repair experience may be substituted on a year-for-year
basis.

Qualifications
Bachelor's degree; licensed and registered in NYS as a Registered Architect;
minimum five years’ relevant experience. Associates degree may be substituted
with at least five years of relevant post-license experience Must possess a
valid driver’s license.
Preferred Qualifications
Bachelor’s degree in Architecture, plus five years relevant post-license
experience in the design and construction of higher education and/or health
care facilities. Must be licensed and registered in NYS as a Registered

Duties
Description
Primary
Purpose
The Architect performs design project management, design review and
construction observation for DASNY’s construction projects, and provides third
party reviews of projects for conformance with DASNY and customer agency
guidelines, project goals and objectives, and for compliance with applicable
codes and regulatory requirements.
Essential Functions
- Manages
the project development during the pre-design and design phases of the
project, including meeting with clients and consultants and providing
assistance, and managing all aspects of consultant contracts including
review and approval of consultant requests for payment, amendments,
extensions of schedule and contract closeout.
- Perform
periodic site visits to projects under construction and monitor the
quality of design and construction work performed by architects,
engineers, consultants, contractors and sub-contractors.
- Monitor
construction activities including the review and approval of construction
change orders and performance of interim and final project inspections on
large and complex projects.
- Review
highly technical designs, plans, specifications, addenda and change orders.
- Review
highly technical architectural/engineering reports and studies.
- Provide
technical assistance and recommendations to unit staff, Project Management
staff and client representatives.
- Coordinate
with Project Management to resolve project and/or program issues.
- Perform
independent, in-depth investigations of specific problems including
architectural/engineering analysis and recommendations.
- Consult
with regulatory agencies regarding interpretations and applications.
- Monitor
the services provided by professional consultants and meet to review and
assist them in their submissions.
